light meltdown

i moved my 29 today and about an hour later i started smelling something that semlls like electricity. disregaurd it thinking a little water got in a socked and it will soon evaporate out(stupid) i come back a little later and my ballast for my light is smoking profusely out of the fans on it. unplug it quickly and open it up to take a look. the capacitor melted and was very hot. i assume it is ruined as it now has black plastic looking stuff seeping out of it. what could have caused it  and where can i get a new one?

the capacitor reads:

SE safe light capacitor
MKP 16uF+-10%
350vac 50/60Hz
-25/100*C/GPF D

Sometimes they just go bad.  Maybe Mendelsons or an electrical supply house-- both of which are closed on Sundays.
