should i have the nipple on the bulb pointing up or down towards the tank?

Normally up.   But each bulb mfg could be different.

on the last bulb the nipple was up but the bar (igniter?) was on top too

now with the sps bulb the nipple is pointing down and the whitish bar is on the top

You may need to adjust the base to get the light tight enough, but in the desired position.

I don't beleive this really makes a difference. There's an article out there called "Nipple nonsense". i beleive I read it online at advanced aquarists. This article will answer your questions with different viewpoints and testing.

That could be dangerous!! Make sure you have "safe search" turned on.....or then again.......LOL
