I'm pretty sure this is no.  At least it would not be supported by IceCap.  These are the old style ballasts, I would bet they are 3-4 years old.

I know some ballast can just have the plug changed to make it work either way, I would say by looking at these no you can not.

Scott would be the best person to ask on this, but if I understand correctly, they will not run on a 110.  It's not just a plug connector...it's the actual wiring inside.  IceCap makes a 110 and 220 version since the 220 is more efficient...but most people run 110.  (At least, that's what I remember hearing...if someone has better contradicting info, listen to them.)

If you own your own home, adding a 220 line in your electrical box isn't too horrible...but running the wires through your house could be.

These will run either depending on your power cord: http://www.premiumaquatics.com/Merchant2/merchant.mvc?Screen=PROD&Product_Code=SL-902.480&Category_Code=sunlightballast

Features the exclusive Smart Voltâ„¢ feature. Operates on both 120 & 240 volt power. Simply unplug one cord and plug in the other. 120 volt cord included. Purchase 240 volt cord separately (Code No. 903082).
