Would that be better than a canopy with 10K CF bulbs? I have a 55 sump that is running a regular hood with 2X54W bulbs, should I switch?

would probably use less energy. algae seems to like the 6500k range. this is the fixture i use http://www.lowes.com/lowes/lkn?action=productDetail&productId=203213-1373-FL-300PDQ12&lpage=none cant find the bulb, but is just a daylight compact fluorescent floodlight. a bulb and fixture would be about the price of a t5 lamp.  if you dont have algae across the whole sump you could be lighting areas that do not need it, with the lamps i suggested you can direct the light toward the algae. but what ever works for you.

I simply pick up a daylight CF from Wal Mart. I get the highest wattage they have at the time.
