Testing a Ballast

Anyone know how to test the strength/quality of a ballast. I think a big part of my lighting problem might be a failing ballast but its hard to tell when the light is actually coming on. I've just got a feeling about it. This is what I get for buying used trade in lights.

Okay, scratch this post, I think I'm just going to try and trade in as much leftover equipment as possible and buy a new fixture. I can't keep sinking money into a used fixture and sleep at night. At least I have a new set of backup bulbs ^_^
