Just picked up a new elegance coral today should I place it in sand bed or glue to a rock?

Put it in high flow low light on sand bed and feed it often if it is large indo. If it is the smaller more common Aussie then medium light high flow and feed often. After a few months you can stop spot feeding it. This is assuming it is a wild elegance that hasn’t been in captivity for more than a few months

correct it is wild and smaller. I have seen people do both. when placing on sand should the skeleton be submerged in sand

Yes It is okay to submerge it a bit to help hold it in place.
