It is a lyretail anthia.  By the looks of the dorsal it is a male.  I have one that looks identical to this one.  Mine was a female that turned male but never got the stunning coloration that the wild males seem to have in the shops.  Here is a link http://www.liveaquaria.com/product/prod_display.cfm?c=15+20+54&pcatid=54
