I got this frag at the swap last weekend and need know if its normal for it to secrete a stringy slime stuff

If it is irritated by something it can. It should be fully hydrated; plump and open. It looks the opposite of that. How warm do you have your water?

Temp was down little today at 76 so turned up heat now  im waiting

I only ask because Cespitularia and Xenia don't do as well in warm water. 76F should be fine

I also got a frag of blue cespitularia at the frag swap (thanks again lazy) and it is doing fine.  My water temp. is 77-78 so I would suspect something besides temperature.  I did notice mine was kind of limp and droopy where I first placed it without much flow and lower light so I moved it to more flow and light.  It is now full and upright swayin' in the breeze.

One of the misconceptions about soft corals is that hobbyists think because it is a soft coral that it needs low flow and less light. kellyj hit it on the nose. These corals can withstand tremendous flow patterns and high lighting.

I had them under about 500 par and lots of flow.
