Was thinking this is algea but wasn't sure. Anyone know what this is and how to solve the issue.  Seems to get worse when lights are on

looks like diatoms. how old is the tank? do you have any critters to stir the sand bed?

This is just one of the "phases" that any tank will go through. Just keep up the maintenance and it will correct itself with time.
