What is this on my acan?

It's on the bottom left corner on the head. It's bright blue and looks like a feather almost. It expands out then retracts quickly when something spooks it.
No idea what it is

If it retracts into a tube, then it is a feather duster. Nothing to be worried about. They are filter feeders. If not then see if you can get a better pic when your lights are whiter.
