if they are still breathing hard without them plugged in, probably not a voltage, but still wont hurt to check if you can get a voltage meter. also if you dont put your and in much maybe stress from that, or something on your hand that will hopefully go away. my chromis breath heavier  than my other fish and have done so since adding 2 new fish, which don't bother them at all. maybe the powerheads just looking different and not feeling confidante in the surroundings with the new stiff in.

Yes when I woke up this morning they were breathing normal again, after having the powerheads off all night. i will get a cheap meter and see

And get a GFCI plug strip or something :) ... they are worth their weight in gold and not that expensive

Since you have a strip ( I have the same one :) ) ...I would get something like this

This way you wont be temped to overload your circuit with the extra outlets on a new gfci strip

You can pick up gfci outlets at lowes/home depot for $13+ and depending on how your room is wired, you can usually run up to 3 *I believe there really isn't a limit on the amount of outlets you can daisy-chain off of a single GFCI, But I only go 3 total outlets off of that one gfci outlet. Go get one!

Just make sure it is a match to your existing wiring and amperage...

If you need a cheap ground probe I can make one up using titanium weld wire if you need/want one. I run one on my system and have for a long time.

I'm still just running one, they still seem a bit freaked out. All of them seem fine, the lawnmower blenny seems to be breathing a bit heavy though. I also ordered a volt meter yesterday

ok the fish seem to be fine now and both power heads are running. But now there is a layer of scum looking stuff on the surface that the overflow doesn't seem to be sucking out. Any advice here?

If there is scum on the surface, then you need to shoot one of the power heads up to be rid of that.  The scum can prevent the water from getting the proper oxygen.

ok great I angled one up a bit and seems to be working. never had that problem before and my aqua clear power heads only pointed straight, weird

The "scum" on the water could have been something from your hands when placing the power heads, something released from the fish when they were stressed, or could have been something on the power heads (oil?) that came off when you turned them on. Keep the power heads pointing at the surface for a while then move them back for a day and see if it returns.
