Looks like Vertex bought this stuff,

http://premiumaquatics.com/store/merchant.mvc?Screen=PROD&Store_Code=PA&Category_Code=&Product_Code=VT-ME-PBP5

The way it was originally advertised is that the pellets slowly are consumed, as a carbon source.  Similar to the many forms of carbon dosing (vodka, sugar, vinegar, etc)

In our test, after three weeks, bryopsis is FALLING off in HUGE clumps. Seems to work so far.

It should work, carbon dosing is a fairly proven process.

The question is, does it work better than VSV?   I'm sure it's more expensive than VSV.

So far? Who knows, I don't :p It is definitely a MUCH slower process.

In my opinion, carbon dosing is carbon dosing. People report different results with different methods. I have yet to see a monoculture/bacterial strands/cyano outbreak/film on the water/etc, dosing straight vodka, vinegar + sugar, or VSV in my own tank. In the tank with the Bio Pellets, no ill effects yet just dead bryopsis.  These are the Warner Marine brand Justin carries if it helps.
